Supervisory Facility Operations Specialist

As the Fossil Butte National Monument Supervisory Facility Operations Specialist, you will serve as the park unit's Chief of Maintenance and you will be responsible for all repair and maintenance of the park's facilities. In this capacity the incumbent operates as a working supervisor and oversees the facility management operations in operations, custodial, maintenance, and construction. The position directly supervises and recruits one permanent maintenance worker, seasonal workers, YCC enrollees, and contracted youth corps as funding allows. The position helps the Superintendent set the vision and direction for the division for both annual and long-term, which requires journeyman knowledge of various trades. You will serve as a key member of the interdisciplinary park leadership team and will help set park strategy and priorities while ensuring resource preservation and protection. The incumbent ensures that all work is accomplished according to construction or craft codes and applicable laws, policy or guidelines pertaining to the NPS and the monument. You will prepare annual work plans and financial operating programs and perform condition assessments on existing park facilities including water and wastewater assets. Planning and documenting of all work efforts is accomplished through the Facility Management Software System and its suite of asset management programs including the Project Scoping Tool (PST), Work Kiosk, Asset Management Reporting System (AMRS), Asset Priority Index (API), Facility Condition Index (FCI), etc. The incumbent maintains qualifications and licenses as necessary to carry out all work assigned. PHYSICAL DEMANDS/ WORK ENVIRONMENT:
Physical effort is heavy to moderate and requires occasional lifting or handling of objects or material up to 50 pounds, unassisted, following proper lifting procedures to avoid injury. Frequently required to stand while working, climb ladders or scaffolding, and bend, stoop, climb, and work in awkward positions in crawl spaces or water system confined spaces. You will be exposed to a variety of seasonal weather conditions while working outdoors (temperature -40 to 90
degrees). Subject to danger of falling from ladders or scaffolding. You will also be exposed to dust, dirt, solvents, etc., and you may be exposed to electrical shocks, and biting insects. Credit will be given for all appropriate qualifying experience. hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position, you must possess at least one of the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one or two story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project; leading various elements of a maintenance program for a park, recreational area, or similar facility; work with construction and maintenance operations performed by a variety of private contractors; and providing information on material and labor costs on maintenance and construction projects. You must include hours per week worked. -OR- EDUCATION:
Successful completion of at least a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree in engineering, industrial arts, property management, or business administration or a LL.B. or J.D., if related. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. Note:
