Engineering Technician

At the full-performance level of GS-11, the incumbent performs complex and responsible petroleum engineering technician work involving all aspects of drilling and production inspection and enforcement activities. This work will be geared toward ensuring safe and efficient development of operations for the successful production of minerals in conformity with Federal regulations and requirements. In addition, as a fully experienced Petroleum Engineering Technician, the incumbent must be certified and maintain certification through the Bureau of Land Manangement Oil and Gas Inspection training program. He/she may serve as mentor and technical advisor to lower grade technicians, and is responsible for complex, unique, and sometimes novel assignments in the areas of drilling/work over, production, environmental protection, plugging and abandonment, compliance, and documentation. At the GS-9 and -10 levels, the incumbent will perform progressively more difficult duties at a reduced level of responsibility while receiving on-the-job and other appropriate training that will prepare him/her for promotion to the next higher grade level. Physical Demands:
On-site inspection work requires almost continuous physical activity. Most of the on-site inspection time is spent walking, standing, crouching, and climbing. In climbing up and down ladders and steep stairways, the PET is protected from falls only by firmly grasping on ladder rungs and hand railings. You may be (1) required to hike into unusually rugged areas to inspect abandoned sites; (2) subject to call 24 hours a day; and (3) required to work long non-stop tours-of-duty, occasionally in excess of thirty hours. Some work is sedentary, although much of the job requires overnight field trips which involve physical activity on irregular terrains and work at physically demanding job sites. Office work consists predominantly of working at a desk and using a computer, including using a mobile device to record measurements. Work Environment:
Much of the work is at field locations where it is necessary to wear appropriate safety equipment. You must walk under and around heavy derrick and hoisting equipment and piping and around other potentially hazardous operating equipment. Work environment involves exposure to extreme weather conditions, hostile flora and fauna, hazardous explosive fumes, poisonous gasses, toxic chemicals, high frequency noises, high-pressure and high temperature equipment, detonating devices, and moving machinery. Work involves climbing up and down ladders and steep stairways. A large part of the time is spent driving to work sites that are located in isolated areas. This work environment requires the use of hard hats, hard-toe boots, safety glasses, ear protection equipment, poisonous gas detection equipment, and cold weather gear and/or a respirator may also be required. The position requires operating a motor vehicle, often in isolated areas, on unimproved roads and in potentially dangerous weather conditions. Specialized Experience Requirements:

You must have one year of specialized experience equivalent to the GS-08 level in the Federal service -OR- a Master's degree or coursework equivalent to a Master's degree directly related to the work of the position -OR- an equivalent combination of experience and education. Specialized experience for the GS-09 is defined as:
Performing moderate to complex work as a PET, involving most phases of drilling and production inspection and enforcement activities under minimal oversight and supervision, ensuring safe and efficient development of operations for the successful production of minerals in conformity with Federal regulations and requirements. Experience with well plugging and abandonment procedures and requirements. To qualify for the GS-10:
You must have one year of specialized experience equivalent to the GS-09 level in the Federal service -OR- a PhD degree or coursework equivalent to a PhD degree directly related to the work of the position -OR- an equivalent combination of experience and education. Specialized experience for the GS-10 is defined as:
Performing on-site inspections of oil and gas production operations, ensuring appropriate valves are sealed, and conducting production verification inspections to verify production volumes, sales, and fuels used. To qualify for the GS-11:
You must have one year of specialized experience equivalent to the GS-10 level in the Federal service -OR- a PhD degree or coursework equivalent to a PhD degree directly related to the work of the position -OR- an equivalent combination of experience and education. Specialized experience for the GS-11 is defined as:
Performing on-site inspections of oil and gas production operations, ensuring appropriate valves are sealed, and conducting production verification inspections to verify production volumes, sales, and fuels used. Experience performing on-site inspections of all phases of oil and gas drilling and workover operations and associated facilities, inspecting all aspects of drilling operations to determine compliance, leading or supervising work performed by Petroleum Engineering Technicians. This position requires special qualifications that have been determined to be essential to perform the duties and will be used as screen out elements. If you do not provide evidence you possess the below selective factors you will be rated not qualified:
1. Must possess or be able to obtain a valid State Driver's License. 2. Must have skill in the use of mathematics at the high school algebra level to verify volume and height of cement and to calculate other drilling fluids and oil and gas volumes to account for production from Federal and Indian oil and gas leases. 3. For the GS-10 and 11 levels, applicants MUST be fully certified as a Bureau of Land Management Petroleum Engineering Technician (PET).You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.
